Click into Settings in Search Console

Click into the users and permission section

If you have not added the email address you want to make an owner to Search console, do that first.

Locate the email address you want to make an owner and change permissions to reflect it.

Your second owner is added! This is the fastest way to be able to verify a website for Merchant Center
